Headlight low beam issues

Headlight low beam issues
So I have a 97 civic and the low beam headlight turns on sometime and other time they won't turn on. Sometimes while driving with the low beam on they will die. The high beam always works. So what can be causing the low beam to act so wierd. The car does have fog lights but I don't think they work. I just bought the car not long ago.Thanks

yeah both headlights are like that. I haven't replaced the bulbs yet because both the wires inside the headlight bulb is still good. Should I still replace the bulbs?

if both are doing it, its kinda rare that its your headlights, it's something behind that.. replacing them wont hurt, but i dont think it'll solve the problem. sorry

i'm confuse too, if the high beam works all the time then the low beam should also work. The only thing I can think of is that maybe there is a short somewhere for the low beam. If there was a short, would that only make one headlight not work? Since both don't work, does that elminate the electric short theory?
