thats not that bad compared to other D powered cars. Still disgustingly slow though.

I ran my stock VX on 16's in the 1/8th mile. 11.3 which is roughly a mid 17 second run.

well i want to get it in within the next week or two, but I will have my motor in before the track even opens around here, so i don't have to subject myself to such high time embarassment lol. my cx is soooo slow! plus it sucks, the upper control arms are fukked

An exercise in futility if you ask me.
Assuming that you don't have the $$$ for a real engine swap yet I would suggest at least getting a used D16Z6 (Civic SI or EX) to drop in there for the time being. People just want to get rid of the things when they swap in a B series in but it still has almost twice the HP of the D15.
Its a VERY easy swap, everything just plugs in and the knowledge you gain will serve you very well if you ever decide to go to the 'B'ig leagues.

I ran 17.9 @ 76 bone stock with my temp tags in the rear window the same day i bought it in '98
not to keen on eg's, but my cx/y7 trans had a 3.72 final drive; if i had the power, i could have gone 190 mph
