hard time accelarating

hard time accelarating
When i drive my car it has a hard time accelarating. Sometimes it picks up at 4,000 rpm sometimes it doesnt. can anyone tell me what could be the problem?

Dragging brakes, motor out of tune, clogged exhaust system. How does the motor run at idle and at cruising speed?
