Lol! It doesn't matter. Just make it tight enough that it won't move... You can't possibly hurt anything down there. Just don't strip the bolts.

Nah, nothing too specific. I'm sure anything between 40-60lbs would be fine.
it's an H brace. It wold be different if it were a re-active part of your suspension like swaybars are.

logically if you're removing the main control arm bolts to install the brace, you would follow the factory torque specs when you replace them.
