Default Gauges in my Cluster won't work. 95 civic.

I have a 95 honda civic dx. The three Gauges in there don't move at all (nor does the odometer). I tested the speed sensor and it's not bad as far as I can tell. I don't know exactly how to search the forums here so I am posting this here. I already took the cluster out and cleaned it and all that good stuff. All the lights work but the needles don't budge. It's automatic, Not sure if that's important. Thanks in advance.

I have checked all my fuses. Nothing else isnt working either. The only things not working are the gauge needles. All the lights work.

K ill try swapping cluster. And I rechecked, it is still perfect =/. I'm beginning to think someone dropped a new cluster in there and there is faulty wiring. According to the service records the car had more miles 2 years ago.

Did you check for voltage at both top test tabs of the installed fuse?

Click the Test Fuses link in my signature. Turn the key to ON(II) when doing the voltage tests.
