if it's painted with cheap acrylic paint I'd try to strip if off with some paint thinner and then repaint with paint designed to ahere to plastic.

Some butt-monkey painted all the interior plastic trim pieces on my '99 Si before I bought it. I tried to get the paint off, but I could never get it looking right. I ended up buying new plastic pieces.

aircroft paint remover will take it right off, but its like acid, it might eat the plastic

best way to go in my opinion. You can usually get some of these parts pretty cheap
