Frozen Ebrake Cable

so my passenger rear e brake never worked, so i decided to take a look into it, and i have discovered that the passenger cable is frozen and wont budge.
any suggestions?
its a 96 civic lx 4 door.
where to get ebrake cables and how hard to change?
anyone ever change ebrake cables?

never seen an ebrake cable frozen, take off the center consol on top of the e brake and see if the cable is in its bracket. it would take alottt of freezing power to freeze it.
It's easy to swap ebrake cables I would guess, pull off the center console, unhook the cable, push it down through the floor, Unhook the 2 or 3 10mm brackets holding the cable up, and then take it off of the hub somehow=], I never looked at it so I dont know that part.

its frozen i took off the center consol and it wont budge, its stuck in the position, i cant get it to move at all. only the one side is frozen.
