fog light help

fog light help
I bought fog lights off ebay for my 93 civic i wired everything up like it says the relay clicks on and off switch lights up but my fog lights dont light up...i checkd for power out to the harness nad there is none i have all the grounds grounded and everything hookd up someone please help....

i have two plugs that go in the fuse box i have the one into the number 2 and the other into number 5 any other ideas

there is no terminal for the battery its gets its power from the fuse block here is wat i have now i tested the power at relay im gettin power into relay but im not gettin nothin from the relay so i went a got another relay and wired it up but i cant get the relay to click and still no lights....
