well its or a 95 Honda civic, still got the timing off o yeah question, the timing being off make it act a little sluggish, and lousing 5 MPH per gear?

Your speedo is gear driven. Regardless of how much power you're making, wheel size, etc, 10mph at whatever RPM will always be the same.

So to answer your question, no. The timing being off will make your motor run like **** and decrease you mpg though.
