failed BAR exam need HELP!! ecu wont communicate?!?!?

failed BAR exam ecu wont communicate?!?!? is my car a freak of nature?? it shouldnt be running?!!
well today i had my bar exam and i failed... i passed tail pipe with flying colors.... passed visual with flying colors but for some reason my computer wont communicate with the scanner! ! dam i was soo close!!
well ne ways i have a 1997 honda civic ex and i have a p2t ecu and a 1998 b16a swap
any ideas??? could it be that my wires are obd2a and ecu is obd2b?? is the wiring different for them? or is the diagnostic plug wires different? could blown fuses be a problem? im at work so i dont have a chance to check anything out right now... but any help would be greatly appreciated....
oh yeah they tried the snap-on tool, some tool that is top of the line right now and the smog tool and it just wouldnt talk...
any ideas?

$%!&@ that is right!! man i am a friggan retrard!! i do need a jumper that would explain the problem... any one have an obd2a (female) to obd2b (male) jumper or happen to know the pinouts for the p2p and p2t?? or just obd2a and obd2b i have manual trans...

the ref i went to didnt allow jumper harnesses, i did an OBD2b swap in my 96 civic but wired it with obd2a plugs and used a 97 obd2a ecu and passed.

they didnt say **** except that is the proper ecu and the only ecu for that swap... because the engine is a 1998... i think its bs!! but ne ways im just gonna have to wait for my uncle to get back and i will just repin my plugs for obd2b... im an electrical engineer so it is no problem for me to do that i just dont know what wires are diff...

in theory according to the pinouts my car should not run at all unless for some reason it thinks its an automatic?? but then wouldnt it throw codes or run like crap?!

I don't get it. Your car is running fine without any problem. Maybe I'm wrong on this, shouldn't your car be running with some kind of problem due to the fact that you have the wrong type of harness?
Do you have an after market radio? I had the same problem (ecu was not communicating with the scanner) when i took my car for a smog. The car was running fine no CEL or any problem. The smog guy told me to remove the after market radio because it might be interfering with ecu. I thought that was stupid. But I removed the radio and it was communicating again. Passed smog.

no the ref i went to in Modesto, CA told me that no type ecu jumper harnesses are allowed, you must convert everything to the year of the motor if its a different OBD than the car

if they just say that but dont actually check for 1 whats the point of going thru that hassle

well the ref told me if you have a b16 you must have the p2t and only the p2t... as far as jumper i never asked him... i think my ecu is auto cuz of plug config and thats y scan tool wont talk because the scan tool wire is in plug a on obd2b and in plug d on obd2a
i already passed smog and everything but dam computer wont talk soim just gonna get a for sure obd2b p2t manual and jumper and make it look factory...
