Default EG wiring question

Alright, so my cars electrical system has started to act up.
When I turn the car off and take the key out my day lights don't shut off as well as my climate control. So i can still turn the fan on etc. I'm guessing it's probably a short somewhere's but i have no idea where it would be. I was just gonna switch my whole dash with a spare one I have in my garage but before I go to that extreme I would like some input. Where should i look for a short etc.

Thanks.

remove the bottom column cover. on the left there are these screws. un screw them. take a screwdriver and you would be able to turn it manually. see if it turns off then.
