Default Ebay underdrive pulley?

My friend bought a ebay underdrive pulley thats similar to this
http://cgi.ebay.com/ebaymotors/1992-...#ht_2362wt_934

he never used it so he gave it to me and i was wondering if its something to use over stock pulley on my 95 d16z6? I know most things from ebay are crap but i'm wondering about this.
And is all honda motors externally balanced or internally balanced?

Not only will it not make a difference in performance but it will more than likely cause reliability issues.
