Well I know for a fact it was 5500 RPM at some point in its life, I just don't remember when - I don't know much about the CTR.

Ya its cause the Rpms are set high up due to the Camshaft profile Got the From a Type R Freak lol his car is super fast

My friend checked the stock .bin files of the CTR (2 different ones) and they both came back showing 5875.
Now at the rate that Honda tachs' accuracy deteriorates, it's most likely the case that at 5875, your tach is reading 6400, though in actuality, I don't think it's 6400, that seems kind of high, even for a CTR.
Honda tachs aren't accurate, you can't base VTEC engagement off of them, at 4800 (VTEC engagement of an EX), your typical EX tachometer reads 5400/5500, check the tach against an OBD-II scanner sometime, you'll be amazed that you've been reading your tach readings off of that for so long.
Unfortunately the only other alternative is A) A shift light, or B) A rice bowl.
EDIT:
On my old '95 EX with a 7200 RPM redline pinning it to the rev limiter (about 7400) the tach appeared to be hitting 8400-8500. There was just a guy on here yesterday asking why his D16Y7 (stock) was rev limiting out at ~7500 RPM when the actual fuel cut is 7k? - 6800 redline.

Well my buddys kick it a 6400 the motor came from japan with from what we know nothing done so and he had a light when Vtec Hit and a VFAC 2 so and no we didnt move Vtec up we ended up moving it down

I kinda made since of that.
Tach's have been known for being way off.
Not 100% sure but I think cam timing can jack up the tech as well.
