If it is over the decibal limit it is considered illegal.
You can go to the ref and have them test the exhaust to see if it is compliant.
Did you get a fix it or fine? If it's a fine, just pay it and no need to do anything.

I'm assuming the cop simply saw that you had an aftermarket rear muffler. Modifying your catback is legal as long as you did not do it soley to increase its loudness. A legit reason can be to increase performance or because your stock exhaust was rusted out. I got such a ticket from the damn Fremont PD and went to court over it. I won of course because most cops don't know what their doing when they issue such tickets. Get a California vehicle code book if you want to see how you can modify your street car legally.

Taken from http://www.chp.ca.gov/
Excessively noisy exhaust systems and mufflers (27150, 27151 VC). Many aftermarket exhaust systems and parts are illegal. Look for parts that meet California law. If it doesn't say it meets the law, it probably doesn't.
Exhaust systems which meet smog requirements but are still too loud. Exhaust equipment that states it is, "Legal in all 50 states," refers to smog, not noise.
Note: New law (27150.2 VC) does not require law enforcement to use sound level meters to test for excessive noise. Citation is based on officer's judgment. Cited violators may have testing done at smog referee stations or may be directed by the court to have testing done. Vehicles in violation must be brought into compliance. A fine may also be imposed.
Edit: Lots of good info at that site.

It's not a fix-it ticket so do not even waste your money changing it back. Just go to the court and pay for it.
