do it yourself hp? or not
i go a basically stock 95 honda civic dx engine and a friend told me if you put a air filter in throttle body where the cold air intake would go...would you be able to do that and would it increase hp?

well if there's a cai on there already I'd bet you'd lose power unless you have a really high demand na car... then it'd only shine in the higher rpms and only if there is some sort of plenum or something to better shape the air... (with no tube the air has no time to smooth out turbulence which will result in poor running especially at low rpm)
Also if you have a newer civic it may eliminate some minor electronics making you trip an ecu code.
Also it will be grabbing VERY hot underhood air instead of both the stock and cai's cold air... which will loose you some power right there...
If you have a stock intake though it'd probobly give you a little up top... but like I said at the cost of your low rpm power (or lack there of).
