Icon2 d16y7 fuel issues need help. (test results included)

hears the deal, its a stock 98 d16y7 5 speed. when im driving around i usually shift at 3k rpm but bring it to 4k/4500 to pass or jump into traffic.

lately at random points it will completely run out of steam at 3k/3500 its just no more speed no more rpm nothing its all its got but other times it will pull just fine to 4500. that mixed with ocasional idle issues.

the plugs looked like it was running pretty lean so i hooked up a fuel pressure gauge...

33/35 psi (vibrating between the two) at idle with regulator hooked up
43/45 psi (vibrating between the two) at idle with regulator hose off and clamped

snapping the throttle with the regulator hooded up consistantly makes it raise 5 psi + like it should.

on one neutral pull to 5k regulator hooked up the pressure dropped down to 30psi when the other 3 exact pulls it stayed at 33/35 steady never moved. (could this be my intermittent issue?)

with the regulator hose unplugged and a neutral pull to 5k it stayed at 43/45 never moved for 3 pulls.

what do you think this could be? it has a new iac valve due to a popped code (no current codes). iv already sprayed down just about every vacuum entrance with starter fluid and never herd the rpm's get affected so i dont think its a vacuum leak.

anyway to tell if its the fuel pump or regulator if either? i know one of them must be leaking because i left the gauge hooked up and shut the car off and the pressure went from 33 to 21 psi in like 4 minutes.

what else besides fuel would make a car just run out of go in the upper rpms? could it be ignition related if not fuel? figured if it where that it would backfire though.

Sounds ignition related.

^makes me lean toward a faulty fuel pressure regulator.
