Default D16 plan

I am waiting to sell my 96 accord( ) but when I do, I am buying a 96-00 Civic coupe ex from my neighbor. My question is, he moved california so will the ecu or emissions be all shitty and make this car slow? thanks

My parents do not know anything about cars (suprise) but they wouldnt give me the left over money from the sale of my accord if they knew it was going towards a turbo kit. They are really g about me modding my cars. bunch a ****
