Default D16 check engine light on and cant get high idle to work

I've been doing some work on my 1992 civic si hatch, the previous owner swapped in a D16 Vtec. Ive been trying to get all the kinks worked out of the car. The car was hunting really bad so I tried replacing the IACV with no success, it idled a little better but still was hunting. I just recently replaced the high idle valve with one from another intake manifold I had sitting around because the car would not idle high anymore when it was cold. I cleaned up the throttle body while I had it off, might have accidentally got a bit of intake cleaner in the IACV in the process. Back to the story, the car doesnt hunt anymore, but it still doesnt want to start or idle high when its cold, also sounds like its backfiring when I open the throttle and it boggs out aswell.
Does anyone know what could be causing this? I've been pulling what little hair I have left out trying to figure it out. Can anyone help me??

second question! since im here already... was doing some snooping around and discovered that the previous owner had taken the check engine light bulb out, i put a new bulb in to see what codes i could get out of the car for further daignosis of this poor car...... i jumpered the two wire connector under the passenger kick panel, but the CEL wouldnt flash, it stayed on constant for quite some time (longer than what should take to start flashing)

thanks all! I am in desperate need of help!

as far as the idle/not starting i would check dizzy and wires. if the cel light doesnt flash than the ecu is running in limp mode, which could vary well solve the issue.

so try ecu, wires, plugs, dizzy

any way of getting the ecu out of limp mode? it doesnt run like crap or anything just cant get the light to flash or go out from disconnecting the battery.... haha i think i'll just bite the bullett and replace the whole engine/ecu/harness, the whole thing was hacked together and I have no idea what else is fu**ed in the harness etc.
i'll see if plug wires will help any for the time being to get it to idle, it didnt start acting up till i pulled a wire to check the plugs.
