Default d15b8 wont start

Hi guys! I just finished swapping in a d15b8 for a blown d15b7 vtec in my friends car and cant get it to turn on. I am still using the stock p28 ecu on the the d15b8, wire harness, and a vtec distrubutor. The plugs for the vtec solenoid and switch are not plugged. I did pull a cel and it read 21 and 22 for the vtec switch. I also got a cel 16 for fuel injectors or injector. Could using a vtec dizzy, ecu and harness be a culprit as to why it wont start? i figured since it said 16 I might have missed the ground to the fuel injectors but its on. i dont no where else to look. i am going to use a noid to see if i have power to the injectors next. THaNks in advance for any tips.
