Could you short out your ground wire ? (Radio + Cigarette Lighter )

Default Could you short out your ground wire ? (Radio + Cigarette Lighter )

My radio and my cigarette lighter are both not working . The cigarette lighter is getting a 12v source and so is the radio but if I connect the multimeter to the ground wire and then I connect it to the 12v wire it does not read anything but if I connect it to the chassis and then I connect it to the 12v wire it works fine. Could I have shorted out my ground wire. Is this possible ?

try finding were the wire grounds too. and try cleanin it up and that the white is not broken.
