Default Constant power source for ECU? 2000 LX not getting power

I am trying to get the car to pass emissions. The ECU keeps re setting every time I turn off the key. I am assuming it is the constant power wire, having a hard re set take place on the ECU. The ECU needs to have some data stored so it can pass. No CEL. Car runs and drives just fine.

I am having a heck of a time finding the correct wire/ECU location to troubleshoot. Some say the kick panel located on the passenger side. I popped the panel and
found a small box that actually looks more like a the TCM and definitely has more plugs than an ECU would.

Pulled the glove box and I don't see a massive loom running anywhere behind the glove box where it is supposedly located?

I also read that the yellow/black wire is the constant power for the ECU. Diagrams show two? Which one should have a constant 12v even with KOIO?

7.5A hood Back Up fuse (#47). It may be blown.

If it blows again, there's a short. A common place is the constant power wire for the stereo.

I have a friend with the same issue. I'll check the fuse, but the stereo was stolen and part of the wiring harness cut. The third largest round branch of the loom no longer has the end on it. Could this prevent the constant power from reaching the ECU? If so, what wires would I be looking to splice or join? TIA.

Please create your own thread, but the cut wires are obviously prime suspects. And have your friend post so that we get information from the source.
