Default Clicking noise when starting

I just swapped a Type R into a 98 hatch. And I havent gotten it to start yet. The first start the motor could crank and crank but it wouldnt fire. Now everytime I try to crank it agian it would make a rapid clicking noise from the engine bay like my relays where clicking. Does this mean my motor is flooded and I should wait?
