Default Cleaned IAC and car wont start/ stay running!

I have b18c1 boosted that was swapped into my 98 hatch...I had the surging idle going on and i just cleaned the IAC and now it will not start. I noticed the hoses are blocked off with rtv...I just bought the car and it runs strong...the only issure ive had is this surging idle...could not having these hoses connected add to the problem...what else can i do to this thing running?

Are you serious that someone blocked the hoses off with RTV? lol

Coolant is supposed to flow through one of the hoses, through the IACV, then back through the other hose. The car senses the temperature of the coolant flowing through this to make adjustments to the idle. I'd start by first hooking those hoses back up to it and going from there.
