Default Civic Si oil on plugs

1995 Civic Si D16Z6 engine.
Just replaced all 4 plugs and found oil fouling on all of them, shot a torch in the chambers and can clearly see black shinny oil on the faces of the pistons.
Now I'm hoping that as it is affecting all 4 chambers and dont really get any smoke out of the tail pipe then I was thinking either Head Gasket, Valve seals or even crank breather system.
The only time I notice a little bit of smoke is heavy rev at the point where the VTEC kicks in.
Any help greatly appreciated.

an update to this, as shown in the workshop manual to test the PCV valve I squeezed the pipe from and nothing changed except a slight change to engine running. The book recons the valve should start ticking....
Anyone else got more to add to this??

was there oil on top of the plugs? meaning when you took plugs out did oil leak down through into the cylinder?

if so, could just be your spark plug gaskets that are on the bottom of your valve cover

cheers for the reply mate,
well that is the 64 million dollar question, not sure.
I dont think the oil is leaking through to the spark holes, I have checked it tonight which is 2 days after changing the plugs and the new ones dont as yet have any oil on them, top or bottom.
There is still a trace of shinny oil on the piston head, not sure how long it would take to burn that away.
I am fairly sure the PCV vale is faulty as the book claims that pinching the pipe causes the valve to start clicking, well mine doesn't and on inspection the valve is pretty oiled up and very weak when pressed with a straw. So I am thinking part of the problem is too much suction on the crank vent causing excess oil to be sucked up and entering the inlet valves. Thus creating even amounts on oil to enter the chambers. Well thats my current theory.
I will flush the whole system with engine flush and maybe soak the chambers in redex to clean the oil seals and go from there, oh and replace the pcv valve.
Whilst on this note, is their any benefits to fitting an oil catch tank on the pipe between the pcv and inlet manifold, also any comments on valve cover breather filters.
