the HX is the proud owner of the d16y5 engine. alot of people think its ****, but there are several strong points. read Bense's "The d16y5 Civic CX project. PART 2" (the h-t thread I linked), that and the links contained therein cover most of the basics.
the HX was available as a coupe, chassis code ej7. stock it produces 115hp and 104tq. afaik its the lightest of the coupes available through those years. its wheels are cast aluminum, and weigh in at a nice 11.75 lbs versus the 18 or so lbs of stock steelies. i dont know the exact reasoning that honda used when deciding to use them, other than contributing to the light weight.
vtec-e. (the way I understand it)
vtec-e, short for vtec-efficiency, is vtec that has a lean burn mode. isntead of using a 3-lobed cam it has a 2-lobed one. when at low rpm, the smaller lobe only opens one of the intake valves per piston stroke, which uses less fuel by creating a better fuel/air mixture swirl in the chamber for greater fuel efficiency. at higher rpm, i think its about 2500 or so for the hx, the vtec system engages and locks the 2 valves together following the same larger lobe. this allows enough fuel and air to meet the higher demands when the engine is at higher rpm.
there is a much more thorough explanation in the first link i posted.
im sure there is plenty i missed so anyone with corrections/additions please chime in

oh, the ecu on the vtec-e also uses a 5 wire OEM wideband oxygen sensor compared to most narrowband sensors. there are actually 3 operation modes in a vtec-e vehicle (dont confuse with 3stage vtec) you have lean burn which is light load low throttle low rpm the motor runs near 22:1 a/f ratio. then you have normal operation, which is more load under 2600rpm and up to 3000rpm. and then you have 16v mode, which is engaged at 28-3000rpm depending on load, oil pressure, etc... for "performance". there are a bunch of die hard vtec-e guys on here, if you have one, watch for the threads, and you will find out who they are.
