Icon2 civic/gsr acting weird after recovery

well my civic got stolen some weeks ago and i got it back the next day.
important parts they took was intake, ecu, and distributor.
so i went and bought all of these back
i got short ram injen intake, new distributor, and used ecu.
this is a gsr obd2-obd1 conversion so im using an obd1 p72 ecu
got everything else back together and i did a brake change too.
put on new front pads on my front.
got everything back on the road and now for test drive.
this is when the problem starts to occur. the car is not going fast like it used to.
like i would step on the gas and see the rpm go but the speed is not changing. Also at
that moment you can feel and tell that something is kinda stoping the car. i am not getting any power to the wheels at all. i went 0-60 like really slow now and it feels like the rotor is sliding on the brakes. its really complicated to tell. any when im at 60 i pressed down the gas pedal all the way but the car wont go any faster and sometimes it will. but is it maybe i installed the brakes wrong or is it the used ecu is not running right or the transmission is not giving me power?
i have no idea right now and would like some opinions.
thanks

Check your timing. Also the ECU somewhat learns over time, but when you first connect the battery it's running off very conservative settings.

Jack the car up and check your brakes. If they are rubbing, fix it. My dad's brakes on his Explorer did that and it fried a wheel bearing like 3 weeks later.
