civic front end
I have a 97 hatch and wanted to change the front bumper to a 99/00 front bumper. Do I have to change the fenders, headlights, and hood? If I do would they fit perfectly? Does it matter what car it comes from (hatch, 2dr, 4dr)?

You'll need the fenders, lights, hood, bumper to complete the process.
