Default Civic 94 EG B20B CODE 41

Hi guys, I have a b20b engine which feels weak. I recently bought a 180i pr4 obd1 ecu and fitted it. Previously I had an obd1 160i p27 ecu. I cant feel any power difference and this is not making any sense to me. When I had the p27 ecu installed it had a flat spot but now with the pr4 ecu the flat spot is gone but feels like the same power as with the p28. I pulled codes myelf and the only code I am getting is code 41 primary oxygen sensor heater.I have a header installed, my question is now is this the o2 sensor? if it is once I install it will I get more power? is there anything else wrong? will there be a significant power change once I get rid of this code?
