Default check engine light works only intermittently

So i swapped my new motor in and everything runs fine no issues but what is weird is that when you turn the key to the on position the Check Engine Light doesnt turn on. You know how it lights up as the fuel pump primes and then itll turn off. The light is dead period. I try to unplug a iacv and other sensors so i can see if the cel light would turn on but it still doesnt. I finally switched clusters with my crv and it worked but instantly switched back. So i bought a new cluster and it worked for about a day and then it died again.

So my question is where should i look for a short or fuse or what?

Im almost leaning towards my ecu conversion harness which is some ebay i think if i recall correctly. But if that was the case i would think all the lights inside my dash would be dead or my car wouldnt run?

Btw my car is a 99 Civic LX using a EM1 engine harness with obd2b to obd1 jumper with p28.

Ohm test the wire that runs between the CEL in the cluster and the ECU. There appears to be an intermittent wire open or poor terminal contact in a connector of the circuit.

Buy a multimeter.

Any image of which wire it is rather it would be from ecu or plug behind cluster? What should it read?

Grn/Orn wire -- runs from gauge cluster (pin A5) via C411 (pin 21) to ECU connector A (pin A18).

When the CEL doesn't work, test whether the Grn/Orn wire lacks end-to-end continuity.
