CEL 14 (IAC) with 93 civic/97 f20b swap

Default CEL 14 (IAC) with 93 civic/97 f20b swap

Car is a 93 honda civic si with a 97 f20b. F20b had 3 wire IAC and I used the two wire conversion and still had a CEL and engine idled at 3000. Swapped to OBD1 h22 manifold and back to the OEM connector on the harness and still throwning CEL and 3k idle. Does the helms have a troubleshooting procedure for that sensor?

bump for ideas. Search didnt help any besdies clean it with brake clean
