Default car wont start

Whats up heres the story i ahve a 92 eg sedan with a b20 (p75 ECU) in it and 1 cylinder was missing so i put another head in and put new valves in the head.... the block is good i put oil in each cylinder and it held it in there for a good 2-3 mins before i got it out anyway i put the new head on and it was still missing that cylinder so i cleaned up went inside and relaxed for a little before i got mad.... then i figured maybe the ECU is bad so i swapped ECUs out with my old Single P06 Ecu in wouldnt start so put the p75 in and still wont start.... so idk any help would b great!

Is the Engine cranking when you start, if not check the cable from positve terminal going to the starter, then check cable ground going to chassis and going to the engine ground but if, all are these ok check the starter manually, if starter ok check the starter relay.
