Car starts, then shuts off.
94 Civic EX with its Stock motor and ecu. It was running fine when I got it, then had issues where it didnt want to go above 3k rpms. Hit it like a limiter. After a few days it didnt want to start. I had it towed to a shop, had them change the fuel filter, and do the timing and they never even bothered to find out the problem. Since they charged me so much for what they did do, and had no idea what the problem could of been in the first place, I just took it home. It was driven back to my place, which is about 10 miles from the shop, it still wouldnt go above 3k, and if you hit that 3k it stumbled badly. The issue now is it has issues starting, I turn the key, it turns over, but doesnt start. if I do that about 2-3 times, it might start up, only to shut off. It stumbles a lot trying to run. The only CEL code I got is 21 VTEC spool solenoid valve. But from what I read that should only affect my Vtec. The wires are all connected, and I dont see any hoses, or likes disconnected. Anyone have an idea?

If you just got this car without knowing what maintenance has been done to it, I would do a full tune up on it. Plugs, filter, wires, cap, rotor, etc. After that, reset the ecu by disconnecting the battery. I've seen many Civic do the same because the plugs/wires are just too old.

I just changed the Air Filter, Oil filter, and oil, fuel Filter, Pump, timeing belt, water pump, I put new grounds in it, changed the battery as well. The plug wires dont look so old, but ill get a new cap/rotor, and new plugs for it. If its throwing code 21, would that mean my Vtec Selenoid is bad?

Re: Car starts, then shuts off.
I work at Napa, so thats what brand parts I useally get. As for the plugs, and wires, I checked them out, they are the right brand NGK plugs, and the wires are the OEM quality ones you would normally get. They the plug wires look great, and the plugs don't seem bad either. Would the Vtec Soleniod being bad cause this issue? Cause it feels like the car is shutting itself down for some reason. Not really like it dieing, but, being shut down.

BlackedEK, would you happen to know where I can get a pic like that for a D16Z6? from the hanes book, to other cars, I keep seeing the plugs in a differant pattern, but that pic you have makes it perfect.
Also I had a friend come over, and we started takeing stuff apart, and checking it little by little, The plugs were getting spark, but it seems the injectors arnt spitting fuel out. So im gonna try and get some from the junkyard tommorow.
