all they do is allow you to adjust your cam timing. It won't do much for you on a stock motor, but you can strap it to a dyno if you want and you may be able to get a little bit of power out of it. I wouldn't bother though unless you have aftermarket cams. When you have those they are a must.

You'll get some power out of them--you might see 5hp here and there through the powerband. Combine it with a V-AFC to tune your fuel curves and you're even better off. There will them be up to 10 hp spikes across the powerband.
You NEED to do this on a dyno--period. If you do the V-AFC tuning, then you NEED to do it on a dyno that has wideband air/fuel tuning available.
Also, after you do this, you'll end up getting an OBD1 conversion (pre 1996 ecu w/ whatever program in it) so the thing will run. Otherwise, you car will idle horribly, stall frequently and throw Check Engine Lights til the cows come home. Even worse in hot weather.
Lesson 1 in tuning--nothing is simple.
