Default A/C won't turn on... at all

I have a 2000 Civic LX that is missing the AC compressor. I am planning on replacing it but, I have another issue and I don't know if it has to do with the compressor being out. When I turn the **** to get it on, it doesn't do anything in any position. Is this a safety feature that is keeping it off because it doesn't see a compressor stabbed in? I took it to the shop to replace the compressor and he said that was not right. He took it to his electrical specialist and he troubleshot the whole thing and said it needed a master switch or something. I have no idea. honda parts now.com doesn't show anything called a master switch.

PLEASE HELP, Any input would help at this point.

Thanks guys

The mechanic probably thinks the heater control panel is bad.

So does that mean you agree or are you just saying that's what he is talking about? Is it possible that a safety switch or relay is waiting to see a compressor back in there before it let's the controls work again? Is there a relay(s) that I should check before agreeing with this dude??

As you are aware, without knowing what troubleshooting was done and the results, I can neither agree nor disagree with your mechanic. I was only suggesting the faulty component that the mechanic was probably referring to.

I am really not absolutely sure what the problem is. I assumed that the cabin blower motor doesn't run when you turn the ****, right? There's a multitude of possible causes, including a bad heater control panel, but a bad compressor is not one of them.

So, if the defrost and max a/c buttons aren't turning on [no light] could that mean that there is a fuse that has gone over looked. Seems strange to me that the whole thing would crap out.

Do any functions work on the heater control panel?

Check whether fuse 47 under the hood and fuse 17 under the dash is blown. Also check whether all connectors at the rear of the control panel are plugged in and tightly seated.

Behind the glove box, you have a power transistor instead of a blower resistor:

You may want to try this troubleshooting:
