Not if he's going to do any real road racing. Upgrading pads and lines is fine for autocross but road courses are a lot longer & faster and the stock brakes WILL fade from heat buildup.
I have the Fastbrake-Willwood kit with Carbotech panther pads on my hybrid and they take all the abuse I can throw at them. They also fit under most 15" rims. They are perfect under the 95 GSR wheels I have and they will fit under Slipstreams no problem.

Well if he is actually going to do some real road racing (as in wheel to wheel, which I highly doubt he will do). He will be using whatever is legal in the class he chooses to run in. Please show me a class where a 93 civic dx with a fast brakes kit is both legal and competitive.

yeah, i'm pretty sure the best bet would be to find out what class and series you want to run in, and then build the car within the rules.
if you are just interested in doing lapping days and HPDE's, then mod away.
