Default brake pressure

ok i have had this problem ever since i had the car..., never bother me cause it wasnt that bad, but now since it started snowing and i want to be safe, i added my steelies, with snow tires, and i tried to see if bleeding the brakes can fix it.. i did it and right away fluid squirt out like i think its souppose to, and i close both up, and i went for a drive and when i brake their was barely any pressure at ALL! so i check and check the resevoir stupid me forgot about adding more, so i added more and it built the same pressure i had at the beginning, redid it CORRECTLY before driving same crap.... could it be the master cylinder bad?

f.Y.I it does build pressure when the car is off and when i turn it on it goes to normal...

it just lose pressure when im engine braking(just do it to see the pressure) and when i hold onto the brake for awhile...
