Default Best place to buy bolts (fender, shifter, exhaust heat shield, etc)?

I tried enameling bolts (after wire wheeling) and it is too much work since I have to touch them up after torqueing. Where can I find pretty much every external and under hood bolt? I checked Martin's Hardware, Fleet Farm, Autozone, Advance Auto Parts. None have them at a reasonable price and Honda wants like $4 a bolt.

I was told Ace Hardware has Automotive bolts for under 50 cents. Martin's has stainless steel bolts that will work for the fenders. They are 50 cents each and I'll need washers, so it will cost $10 for fenders... If I can't find automotive, will stainless steel be fine?

Thanks in advance

I'm not paying $3.00 a bolt, that's barely cheaper than my dealer.
