Addicted 2 Adrenaline

I tried to set my timing but somehow when i have the TDC lined up with everything and when I tried to turn the crank so the belt will tighten up somehow the belt jumps over the second cam gear.....the second cam gear is hella stiff to turn but the first one is easy and smooth....can it be bent valves that is making the second cam so tight to rotate? its a 94 gsr motor
