Back right drum locks up

Back right drum locks up
Recently, the rear passenger quarter panel was hit, it's about 1-1.5 inches in, about 2 inches from the bottom of the car. After that happened, my back right drum would seize up. The car would start rolling, then that tire would lock up and drag. I removed the e-brake from the console, and it fixed it for a while. Today, it locks up constantly, and the e-brake is already disassembled, and loose. What would cause that ONE tire to lock up, right where i got hit? By following the line of the emergency brake, it SHOULD not be binding up from the dent. What other ideas are there? I saw after a search a proportioning valve could cause it, but for BOTH back tires, where one is the only issue here. It's a 93 civic coupe EX non ABS
