this guy said his accord run 9 second quater miles n has a b22 twin turbo n supercharged is that even possible or is he talking out of his ***?

You might be able to stroke a B20 to 2.2L with a completely custom crankshaft, but it's not a motor that exists outside of custom fabrication. Twin turbo and supercharged is perfectly doable, although it's really quite worthless when you consider the efficiency of a single turbo.
