those do affect the outcome, and those numbers you gave? yeah they are flywheel numbers not wheel numbers.
OP you could expect somewher in the 130's to wheels, depending on the condition of the engine, obviously you could expect to see a little less out of a 150,000 mile engine than a 50,000 mile engine.

you know the b16 engine is a weird engine. i've seen dyno charts were it's only making somewhere around 120whp to over 140whp. stock. weird, i know.
only thing i have to say is that you also have to factor in what type of dyno you are using. each dyno will give you a different reading. from a mustang dyno to a dyno pack(think that's what they are called). each dyno will also give you a different reading.

It can depend on if and what correction factors are being utilzed at said dyno facility, but I'd say between 130-140whp as I've seen some freaks. my wife's old B16A2 made 143whp/102ft-lbs. of torque to the wheels with a rechipped P28 (OBD1), crap DC header, short ram intake, and Tanabe exhaust back in the day.

a scooter in denver can barely run, a scooter at the beach will cruise at damn near 50mph...
but OP it's about 140 stock to the wheels
