ok this is what it offically says as per Japanese friend

the top part says "timing belt change record"
middle says:change *something* 13 years 1 month 20 days
bottom of course you see how many KMs

most of you were right
it is January 20th but what about the 13th?
If more people learned about the great country honda comes from they would know that their years are in periods. Like the Edo and Taisho period.
Currently I believe it is the Heise period or something similar sounding. And the riddle to the 13 is that it is the 13th year of the Heise period so find out when the Heise period began in our year measurements and tack on 13 years then BINGO!

ok spoke with moms and heres the correct translation. and yes the 13th year is from the Heise period translation and it comes to 6 years ago so the answer is 2001

line by line just as it appears on valve cover.

"timing belt exchange memory"
"exchanged done, year, month, day: 2001; jan; 20th
"meters run:" 72459km

cxSHOE is definitely the closest one to translating it, and even then it isn't exactly correct. 記録 means Record or record document, not memory! C'mon, all these so-called self proclaimed "JDM" experts and only one guy knew the correct translation? Well I lived in Japan for several years, Ebina City, Sasebo, Yokosuka, and Shinagawa. Studied Japanese in college, so I have a decent command of the language. Here is a cleaned up, correct translation of the posted decal:


Timing Belt Replacement (Maintenance Record)
Date Replaced: 2001 Jan 20
Odometer Reading: 72459km

it says the timing belt was changed on january 13 2000 at the kilometers written. change your timing belt
