Default Aem Wideband?

On the Aem Wideband kit, is the AFR gauge reading not accurate until you full throttle? Would it matter if it was with an AEM computer/ecu tuning setup bc i have Neptune RTP? When just cruising, it reads lean, and it is not lean bc it was pwr tuned on the dyno then street tuned. I was told it it'll not be accurate all the time and you want to watch it when you are full throttle to see if it goes lean as in after 12 or 13(color switching to red)? If 12 or below then its fine, but over 13 then lean?
