ABS fault code 1 3 (high pressure leakage)

Default ABS fault code 1 3 (high pressure leakage)

My 1994 european Civic with a B16A2 engine shows a fault code 1 3 (high pressure leakage). It doesn't seem to be using any measureable brake fluid. The the abs indicator light only turns on sometimes. When you start the car, you can hear the modulator making this buzzing sound a couple of seconds at a time and it continues to do so until the ABS indicator turns on, also during driving. It's like it's trying to build up pressure every once in a while. The Honda dealership where I live doesn't have the the special tool to test the ABS system. They just say that I need a new modulator at a list price of almost $3000 here in Denmark. I find this very expensive and I am hoping that the problem isn't so bad that the modulator needs to be replaced. I really really hope you can help me....
