I'm afraid you are mistaken. There is no sensor that I am aware of that has a vacuum line going to it.
The older vacuum operated EGR valves have a vacuum line going to them but that isn't a sensor, it is a valve. Do you have a picture or one you can use as an example?

its a 2000 civic si. and i dont have a picture seeing as its night time and my iphone doesnt have flash. its right below the intake manifold and hooks into the harness

Does it have two small black hoses and one two wire electrical connector? One hose going to the intake manifold or throttle body and the other going behind the engine and towards the rear? Does it say "PCS" on it?

If so, that is the Purge Control Solenoid. It is part of the evaporative emissions system. It is not a sensor. It is an electronic solenoid responsible for allowing engine vacuum to draw fuel tank vapors into the intake manifold during certain conditions and blocking vacuum during other conditions. Why do you ask?

No. You would most likely have a P1457 DTC if that solenoid were faulty.
I was already following the thread to which you posted a link. I was waiting to read your findings of the Oxygen sensor voltages before posting anything.

I havnt had a chance to check the voltages yet. I'll do that tomorrow after work. I was told that since i normally run a obd1 p28 that that is pretty much bypassed in a way. Now that im running the stock p2t im guessing that piece is functional again..its the only other things i can think of right now
