Default 99 si rear sway bar on 98 hatchback

got a quik easy question, on the endlinks for the sway bar there is a solid end and an end that swivels. does the end that swivels go on the lower control arm ? or at the end of the sway bar? .... hope this question makes sense. thanks yall
