99 ex, d16y7, p2p, y8 im pass smog?

99 ex, d16y7, p2p, y8 im pass smog?
So my friend has a 99 civic ex with d16y7 with y8 intake mabifold. It still has the original p2p but doesn't throw any cels(yes it works). Shouldn't it be throwing a cel for vtec? It still has the original y8 harness so the plugs are there just not plugged in. Also the ecu is not chipped and as far as I know it still has the vtec components.
So my two questions are, should it be throwing a cel for vtec? Since its not throwing any cels and running great will it be able to pass smog as long as everything else checks out?

from the looks of it no it will not pass cali smog it will fail visual and OBD check
if its the correct ECU yes it should have a code for (vtec malfunction)

If youre not getting any codes you should be fine. I dont see why it would put out more smog.

No I don't think I posted in your thread. You passed but were using a y7 ecu correct? Even if it does pass I'm curious to why it doesn't throw any cels with the p2p. Can anyone tell me if they ecu pictured above still has the vtec components installed?
