Default 99 Civic PNP Headlights

My 99 civic i purchased came with a PNP HID kit that stays on high beams all the time. This is not allowing me to turn on my fog lights which is annoying. . Is there a way to change it so that the HID kit is on low beams instead?

Wouldnt this be a question for the manufacturer of whatever headlights these are?

I'm going to guess(since it isn't right in front of me) the wires aren't connected correctly. This thread from way back may help.

It doesn't tell which wires to switch around or which ones are which for that matter but does give a clue where to look. Post back what you find out.
