Default 99 Civic LX Overheating, Please help!!

I have a 1999 Honda Civic LX 1.6 Auto that will not stop overheating. Here is the story and EVERYTHING I have done so far to try and resolve the problem.

The issues started when I had a hairline crack in the plastic of the top of the radiator, no bid deal, replaced radiator. Then, it drove fine for a week and started to overheat..
So I..

1. Replaced radiator - issue persists
2. replaced upper and lower radiator hoses and clamps - issue persists
3. replaced thermostat and gasket - issue persists
4. replaced thermostat housing coolant sensor - issue persists
5. replaced coolant fan relay, when jumping thermostat housing coolant sensor connector with a paperclip, the radiator coolant fan kicks on
6. replaced 20 amp coolant fan relay fuse (I popped the fuse trying to use a paperclip in the relay connection when trying to test this way to get the radiator fan to cut on)
7. when supplying 12v direct to the radiator fan, it kicks on

The issue that it seems to be is that when the thermostat housing coolant sensor connector and coolant fan relay are all connected normally, the radiator fan will not come on whatsoever.
This sounds like it could be an issue with the fan itself but I can jump the sensor with the paperclip and the fan powers up no issues.

I am at a total loss as to what to try next. I can drive the car normally and since its cold out, it does not overheat until the car is stationary and then the fan won't come on, causing the temp to rise and spew coolant/water everywhere.

I need some of you Guru's to help me save my civic. It has 242,000 miles and I would love for it to make it another 100k more as it runs so good until it overheats.

Fixed it!.. on the coolant temp sensor, the plug connector that connects to the sensor wasnt making a solid connection. I found a vid on youtube where they took the metal prongs out of the connector and squeezed them back together with some fine needle nose pliers. connected the connector back to the temp sensor and bam, coolant fan kicks on when idling. Here is the vid to help others, if you run into this.
