99 Civic - CEL codes P0153 and P0141 and inconsistent alternator voltage

Default 99 Civic - CEL codes P0153 and P0141 and inconsistent alternator voltage

Hey guys,

I am having some issues with my 1999 civic CX hatch. So I was driving the other day and the speedometer started jumping around like crazy from 10-200 kph and has consistently done so over the last few days.
Also at the same time my car threw two codes P0153 and P0141 which are both o2 related.
I spoke with the service manager at my local Honda and he said it is probably an electrical issue as it is extremely unusual for those two codes to trip at once, and for the spedo to act like that all at once.

So I have been doing some research as to what the problem could be but I am not having a lot of success. The service manager originally told me to make sure the battery terminals are not corroded as that can sometimes have an effect. I did take out my battery and clean the terminals, but no success.

Also, I do have a scan gauge hooked up, I use it to display my mpg, coolant temps and my voltage.
My voltage is not at a consistent 14.5 when running, it varys from 12-13v and seems random. My MPG makes no sense and it totally inaccurate at this time. My coolant temps are functioning properly.

Any Ideas what could be going on?

Check whether fuse 15 is blown.
